Not every character in an adventure needs to be a combatant! Just like in real life, there can be many individuals who don't attack or kill anyone at all. Pretending to be a group of these "civilians" is the best way to surprise an adventuring party when you suddenly turn into a pack of horrifying undead creatures drawn from the Realms of Nightmare!
