Overheard at the Howling Hog
'You dropped this,' said the hooded one with the beak, handing the miller back the purse he'd just cut. The miller thanked him, and only later found it full of pebbles. He works the market in a low crouch with a hooked blade in each hand. The merchants' guild will pay whoever catches him first.
DM tip
When he robs a PC, swap the item for something worthless and say nothing. Let them find out at the worst possible moment.
